The Starting Point: Better Service for Residents
For Michael Siegel, Head of the Public Safety and Order Department for the City of Kornwestheim, the goal was never just to reduce employees’ workload. “The motivation was to improve services for residents,” explains the project initiator, describing the original driving force. One key priority was giving residents convenient access to essential municipal services even outside regular office hours.
Document Pickup and Return in One System
The KeCity H10 is currently used primarily to issue national ID cards, passports, and immigration-related documents. A decisive factor in the city’s choice was the integrated return function for old identification documents.
According to those responsible, this feature was a key differentiator. When new IDs are issued, the previous documents must be collected. A pickup-only system would not have fully supported this process. The ability to return old documents directly through the system was therefore a major selection criterion for the city.
“The training was easy to follow and hands-on. Working with the system quickly became routine.”
Smooth Implementation and Collaborative Partnership
From the project team’s perspective, implementation went very smoothly. Close coordination between Kornwestheim and KEBA, quick response times, and reliable execution helped resolve even minor technical challenges promptly. Employee training was another essential foundation for successful implementation. As Michael Siegel explains: “The training was easy to follow and hands-on. Working with the system quickly became routine.”
Feedback from residents who already use the system has been consistently positive. They particularly appreciate the flexibility of picking up important documents without being restricted by office hours.
At the same time, new digital services need time to become part of everyday life. The city actively promotes the service through various channels, including social media, the municipal app, its website, and information provided directly at the citizen service office. Information sheets are also handed out when applications are submitted to further raise awareness of the service.
24/7 Service Instead of Extended Office Hours
One major advantage is round-the-clock availability. The city designed the entrance area of city hall so residents can access the self-service system at any time. Video surveillance outside office hours provides the necessary security. So far, there have been no issues with vandalism or misuse.
Michael Siegel and his colleagues see the introduction of the KeCity H10 as an important step toward modern municipal administration. Residents can pick up their documents whenever it fits their schedules, without having to make additional trips to government offices.
Potential for Additional Applications
Although document pickup is currently the primary use case, the city sees further potential for the self-service terminal. Future applications in other administrative departments could enable the secure handover of documents or items outside office hours.
Experience from other municipalities points to opportunities such as key pickup and similar handover processes.
Conclusion
With the KeCity H10, the City of Kornwestheim has taken another step toward modern public services. The combination of secure document pickup, an integrated return function, and 24/7 availability delivers tangible benefits for residents. At the same time, the project demonstrates how digital solutions can make administrative processes more convenient without replacing the personal assistance provided by citizen service staff.
