We want to make our digital services accessible to all users, including people with disabilities. Our objective is to consistently implement and comply with the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA. These guidelines are internationally recognized and define how digital content can be made accessible to people with different types of disabilities.

Status of Compliance with the Requirements

This website is partially compliant with conformance level AA of the "Web Content Accessibility Guidelines – WCAG 2.1" and with the applicable European Standard EN 301 549 V2.1.2 (2018-08) due to the following non-conformities and exemptions.

Non-Accessible Content

The content listed below is not accessible for the following reasons:

Non-compliance with Accessibility Requirements

  • Videos (recorded subtitles): Videos are embedded via external hosting providers (YouTube). Some recorded videos lack subtitles, so spoken content is not available to deaf users. Therefore, WCAG success criterion 1.2.2 (captions – prerecorded) is not met. We plan to increasingly provide subtitles when producing new videos.

  • PDF and other office documents: Many PDF documents and office documents are not accessible. For example, PDF documents are not tagged, so they cannot be adequately captured and used by screen reader users. Therefore, WCAG success criterion 4.1.2 (name, role, value) is not fulfilled. We plan to switch many PDF documents to web form solutions and to produce accessible versions of newly created PDF documents. For older non-accessible documents, no comprehensive change is currently planned. Please let us know if you encounter difficulties with specific documents. Upon request, we will prepare the content in an accessible format and replace the documents accordingly or supplement them with accessible alternatives.

  • Tools embedded from external providers are currently not fully accessible. We are in contact with the providers and are trying to find appropriate solutions.

  • In the service area, the integrated chatbot is not reachable via keyboard navigation. Therefore, criterion 2.1.1 (keyboard accessibility) is not fulfilled.

  • For an accordion dropdown function, ARIA labels are not fully implemented.

  • A major technical update for keyboard navigation is imminent. This will ensure compliance with the criteria.

  • A major technical update for sufficient contrast when using the color green (#53ad31) is imminent. This will ensure compliance with the criteria.

  • Some icons do not have image description texts. This is always the case when the meaning is clear from the surrounding text and we can thus avoid duplication.

  • Some images are not described in the correct language. We use tools that alert us to this issue and we adjust the descriptions accordingly.



Disproportionate Burden

  • Videos (recorded audio description): We are unable to provide the required audio descriptions for the large number of videos. Therefore, WCAG success criterion 1.2.5 (audio description – prerecorded) is not met. We believe that remediation would constitute a disproportionate burden within the meaning of accessibility regulations.



Content Not Within the Scope of Applicable Legislation

  • Live videos are not captioned. Therefore, WCAG success criterion 1.2.4 (captions – live) is not fulfilled. Live videos are exempt from Directive (EU) 2016/2102. There are no plans to caption live videos.

  • Third-party content, such as studies or presentation materials from external speakers that are not within the sphere of influence of the Chamber of Commerce, is exempt from Directive (EU) 2016/2102. No statement can be made regarding the compliance of this third-party content with accessibility requirements.

  • Our website also contains links to external websites and embedded tools. As this content is outside our area of responsibility, we have no influence over its accessibility.
